Title Director, Growth and Proposal Management

Role and Responsibility:

  • Provide leadership to the Growth & Proposal Management team.
  • Lead the team to identify and communicate the impact of corporate strategy to each Market with the understanding of the political, societal, and health care climate.
  • Responsible for directing the full range of activities, project planning and timelines associated with responding to Requests for Proposals (RFPs), Requests for Applications (RFAs), Requests for Information (RFIs), grants, other business development proposals and applications, and other writing tasks across the organization.
  • Owns the end-to-end process for responses that pertain to new and existing growth opportunities, including color reviews, white glove, and production of a quality proposal.
  • Lead the team that assists with performing competitive and healthcare landscape research/analysis and business development proposals related to expansion of public health programs such as Medicaid, long-term care, behavioral health integration, and Medicare Advantage
  • Maintain and utilize a written proposal and document writing process based on lessons learned and best practices
  • Direct process improvement activities related to proposal writing, including lessons learned and de-brief sessions
  • Work in tandem with Product Development and Strategy team and subject matter experts (SME) and others to lead proposal and document content to best describe the value proposition, positioning and competitive advantages
  • Collaborate with Business Development leadership on creating and integrating win themes and addressing of pain points into responses
  • Ensure proposals are well written, accurate, and compliant with the requirements of the RFP request
  • Communicate proposal related risks to the proposal team
  • Stay current in the latest approaches to responding to RFPs, RFAs, RFIs, etc. and healthcare industry topics and implement best practices within the Proposal Center team
  • Attend bid conferences, bid openings, and bid defenses
  • Direct proposal production and submission activities
  • Participate in pre-RFP release activities
  • Provide support, on behalf of the Growth & Proposal Management team, in implementation transition activities
  • Responsible for the hiring, management and supervision of direct reports
  • Conduct a deep dive program review with relevant internal and external stakeholders to identify opportunities for continuous improvement after every proposal decision
  • Perform any other job related instructions as requested

Education / Experience:

  • Bachelor’s degree or equivalent experience is required
  • Master’s degree is preferred
  • Minimum of (4) four years RFP and/or grant writing experience in public health programs such as Medicaid, SCHIP, Medicare, Medicare Advantage, MLTSS, and/or other managed health care delivery programs is required
  • Minimum (8) eight years managing large writing projects
  • Prior management experience is preferred
  • Experience working in deadline driven environments is required

Working Conditions:

  • General office environment; may be required to sit/stand for long periods of time
  • Perform reasonable travel, up to 25-30% to fulfill the duties of the position
